Describe the problem before the purchase

Start with an observed gap, such as an unreliable assistance route or an entrance that is difficult to supervise. Explain who is affected and when it occurs. A proposal for cameras, guards or software should identify the problem it is intended to address. Avoid choosing equipment first and inventing a justification afterward.

Include the ongoing work

Budget for installation, maintenance, training, supervision and replacement where relevant. Identify who responds to an alert and who checks a failed device. Use actual quotations and approved staffing terms rather than invented rates. A low initial price may conceal recurring work that the hospital has not assigned to anyone.

Evaluate the decision

State what improvement can realistically be checked and when the review will occur. Include privacy, accessibility and service continuity in the assessment.
